The ruler finds meaning within governance, and governing means guiding society’s ship to its intended shore. In this context, the captain, crew, and others aboard the ship move together on a unified path toward a defined goal, all serving and obeying the ship’s captain, who is a skilled, capable, compassionate, and knowledgeable navigator. In a religious society, the ruler manages, organizes, and directs society within the scope of the system’s overall interests, in a way that does not conflict with the rights of individuals and the community. Primarily and inherently, God is the captain of this ship, and secondarily and derivatively, this role is vested in the Holy Prophet Muhammad (peace and blessings be upon him) and the infallible Imams (peace be upon them). Just as a person has absolute authority over all their limbs, so too has Almighty God granted the ruling body absolute authority over all individuals. The Islamic ruler is an exceptional human being who is connected to the higher realms and has attained the level of actualized intellect and intelligible in actuality. Their imaginative faculty has naturally reached its utmost perfection, and in all their states, they are prepared to receive divine grace through the ‘active intellect’ and are under God’s favor. The divine government, under the leadership of the perfect human being, aims to secure the happiness of humanity in this world and the hereafter, making it the ideal government. During the absence of the infallible Imam (peace be upon him), this important task is entrusted to the qualified jurisprudent (Vali-e-Faqih) who is an expert and specialist in religious matters.
