The Supreme Leader has considered five steps to achieve the goals of the Islamic Revolution, and those steps are: Islamic Revolution, Islamic System, Islamic State, Islamic Society and Islamic Civilization. The problem and concern of the present research is the pathology of obstacles in the state building stage. One of the main goals of this research is to examine and categorize the views and opinions of the Supreme Leader regarding the obstacles to the formation of an Islamic state. From 1997 and 1998 onwards, the Supreme Leader used the expression "revolutionary government" instead of the Islamic government, so in the following research, the two terms Islamic government and revolutionary government are co-extensive. This article aims to answer these questions, what are the internal and external obstacles to the formation of a revolutionary government from the perspective of the Supreme Leader. This qualitative research has been carried out using documentary and library methods, which analytical and descriptive methods have been used to collect the data. According to the intellectual system of the Supreme Leader, some internal and external obstacles to the realization of the ideals of the Islamic Revolution and as a result the formation of a revolutionary government are: lack of piety, self-loathing and lack of self-confidence, laziness and lack of will, laziness in vision and Revolutionary faith, passive positions in front of the enemies, etc. are among the internal obstacles, and psychological warfare, the injection of despair, influence, embargo, and economic, political and military pressures by the enemies are among the external obstacles.
