Administrative and economic corruption is an ominous and unfortunate phenomenon that, if not combated, will have many negative consequences. Accordingly, the Leader of the Revolution, as the highest official in the country, has made important and valuable statements and orders in this regard and has always emphasized the fight against corruption with the aim of eradicating it; especially in the “Eight-Article Decree” to the heads of state and the announcement of the general policies of the administrative system, in which he has drawn a specific road map for the country’s officials. For this reason, his statements have become the focal point of the present study, and this article seeks to answer the question: “What are the components of combating administrative and economic corruption, according to the verses of the Holy Quran, and what are Ayatollah Khamenei’s thoughts on this matter?” To achieve this goal, his statements and works, relying on the qualitative content analysis method and a data-driven (inductive) approach, seek to identify and organize the concepts, categories, and key indicators of corruption through the examination and interpretation of data. As a result, he has divided the components into intra-organizational and extra-organizational and presented solutions that, if implemented, will serve as a clear roadmap for research, reducing administrative and economic corruption, strengthening the system, and achieving the system's goals better and faster
