One of the most important requirements for defining the economic system from a civilizational point of view is defining the appropriate monetary system. From all the studies conducted in the field of monetary arrangements, especially the studies of Muslim thinkers, it appears that fractional reserve banking from the perspective of providing efficiency and stability, optimal allocation of resources, protection of property rights and freedom of individuals and social and human justice, with There are many problems and criticisms and it is inevitable to provide alternative monetary arrangements.
Based on the results of the present study, which deals with the evaluation and criticism of the existing views in the field of Islamic monetary arrangements and statistics and explaining the characteristics of the civilizational model of monetary governance, the realization of goals such as "sustainable stability in the economy and price level", "economic efficiency" ", "preserving property rights and freedom of individuals" and "not creating distributional effects" in the desirable model of monetary governance, requires a change from a two-layer monetary system [internal money-external money] to a unified monetary system and decentralization and elimination of mandated interventions in the circulation of money.
The realization of this purpose requires the design of a mechanism and self-regulation procedures that can provide "endogenous balance between the changes in the monetary sector and the real sector of the economy in all periods" in order to ensure the stability of prices and equilibrium rates in the economy in the long term. In addition, by "preventing the accumulation of risk/debt in the economy" through the "capital market-oriented financing", the purpose of basic, maximum and sustainable financing for production can be achieved, while the income from the investment of new money It can be allocated to members of the society, especially the underprivileged.
